Medicaid is the federal-state insurance plan that covers over 75 million people, including the elderly and disabled, as well as families living near or under the poverty line. Transforming Medicaid to a block- grant program was the centerpiece of the “repeal and replace” legislation that recently failed in Congress, but it is likely to come back in one form or another in the near future (President Trump said as much during the signing of the executive Presidential Executive Order Promoting Healthcare Choice and Competition Across the United States). The legislation, important in its own right, may well set the direction for other entitlement programs such as Medicare and Social Security.
