Dr. Shima Keene is a British academic and practitioner specialising in matters relating to International Security.  Shima is a former senior investment banker in the city of London; a Senior Research Fellow and Advisor at the Defence Academy of the United Kingdom,  Shrivenham; Director of the Security Technology Short Course at the Cranfield Forensic Institute, Defence College of Management and Technology; and Special Advisor to the United Kingdom Ministry of Defence. Dr Keene advises and works closely with numerous organisations in both the public and private sectors at home and abroad.  Recent examples include the OSCE, NATO, UK and U.S. military, law enforcement agencies, the judiciary, as well as various UK government departments.

In addition to her work at a UK based institute, Dr. Keene serves as an Adjunct Professor at the Opus College; Special Advisor to Thames Valley Police; and Security and Justice Adviser to the UK government’s Civilian Stabilisation Group. She is a visiting lecturer at Cambridge University and BPP law school, London and has published widely in matters relating to global security including a book on Threat Finance, which examines how finance is used by terrorist and criminal organisations and how it can be better controlled. Shima holds a PhD in Law, MPhil in International Relations and BSc (Hons) in Business.
