New York Times Endorses Proposal to Restructure Clemency by Prof. Mark Osler


The New York Times editorial board endorses a proposal to restructure clemency put forth by our own Prof. Mark Osler, Director of the Federal Commutation clinic, and NYU’s Rachel Barkow in their new article in the University of Chicago Law Review. The proposal would take the clemency process out of the Justice Department and give it to an independent commission to make recommendations directly to the President.
