Medicaid is the federal-state insurance plan that covers over 75 million people, including the elderly, disabled, and families living near or under the poverty line. Transforming Medicaid to a block-grant program was the centerpiece of the “repeal and replace” legislation that recently failed in Congress, but it is likely to return in one form or another in the near future.  The legislation, important in its own right, may well set the direction for other entitlement programs such as Medicare and Social Security.

Join Lucas Swanepoel, Sr. Director Government Affairs Catholic Charities USA, and David O. Vang, Prof. of Finance, University of St. Thomas Opus College of Business, as they debate whether Medicaid should be converted to a block- grant program. John Kantke, elder law attorney and adjunct professor at the School of Law, will moderate the program.
