Health Status Based Risk Adjustment: Behind the Scenes of the Affordable Care Act

Abstract: The Affordable Care Act/Obamacare significantly changed the market for health insurance sold directly to individuals and families. The press has not been shy to cover the “three-legged stool” of the individual mandate, guarantee issue with partial community rating, and subsidies to make coverage more affordable. Behind the scenes, health status based risk adjustment allows the private market to function in this environment. It also fundamentally changes the calculation of operating income for participating insurers. In this session we will explore the motivation for and financial impact of the risk adjustment program.

Biographical Information: Rick Lassow is an actuary at Blue Cross Blue Shield of MN. He is responsible for analytics and forecasting related to risk adjustment and health reform. He has also worked with Medicare Advantage, Medicaid managed care, and state high risk pool programs. Rick lives in Minneapolis with his wife and two children.
