 Section 2: St. Paul Campus Parking Options

2.1 – General St. Paul Campus Parking Information

Permit and Contract Parking

You must purchase a UST parking permit to park in the lots owned by the University of St. Thomas on the St. Paul campus unless otherwise noted in this parking guide.  UST permits are for campus parking lots only and are not valid on city streets.  Parking permits are only issued to current faculty, staff, and students and are labeled “University of St. Thomas.”  It is numbered and must hang from the rearview mirror facing outward to be considered valid.  Any exceptions to the above requirement for displaying your permit must have prior approval by the Director or Operations Manager of Parking Services. Parking in university lots is permitted only for people engaged in UST-related business or events.  UST parking permits allow parking in assigned parking lots or parking areas within lots.  The responsibility for finding a parking space rests with the vehicle operator.  Lack of parking space is not a valid excuse for any violation of these regulations.  The purchase of a surface lot permit does not guarantee you a parking space.

 

To Purchase a Permit

Permits will be sold at the Parking Services Office and both Public Safety Offices during the first few weeks of classes and at the St. Paul Parking Services Office and at the Minneapolis Public Safety Office during the rest of the year.  A valid UST picture identification card must be presented at the time you purchase your permit.

 

Registration and Fees

It is mandatory for all motor vehicles parked on the St. Thomas campus to have a properly displayed permit during all times that a permit is required, as described in this guide.  The fees paid for surface lot permits neither reserve nor guarantee a specific stall.  To purchase a permit, you will be required to complete a registration card, which will include the following information:  last name, first name, middle initial, Banner ID number, mail number, and phone number.  All permits sold will also require an accurate license plate number. Resident students will also need to provide proof that they (or a family member) own the vehicle.

 

Permits are required in the surface lots and in the ramps for identification purposes.

 

Ticketing at the Start of the Semester

In order to ease parking problems during the start of the fall semester, permits will not be required to be displayed on vehicles until 6 p.m. Sunday, September 9th, 2007.  However, Public Safety and Parking Services will begin ticketing for “No Overnight Parking” in non-resident lots at 2 a.m. on Wednesday, September 5th, 2007.   All other regulations will still apply during this time.

 

There will be no grace period at the start of spring semester; parkers are expected to obtain and display a permit throughout J-Term and the start of spring semester.

 

2.2 – Faculty/Staff Parking Permit Options, Registration and Fees

Faculty and staff who work on the St. Paul campus have the following options:

·        Choose to purchase a St. Paul campus permit and park at the St. Paul campus in the appropriate faculty/staff surface lots.

·        Choose to purchase a St. Paul McNeely Hall (MCH) ramp contract and park in the MCH ramp or designated faculty/staff surface lots.

·        Choose not to park at the St. Paul campus.  Either ride the bus, carpool/vanpool, or park off campus.  The university offers reduced price bus passes for those who choose this option.

 

St. Paul permits and contracts may be purchased from Parking Services and paid through payroll deductions with pre-tax funds.  NOTE:  The maximum pre-tax payroll deduction for parking for the year 2007 is $205 per month.

 

Eligible faculty and staff also have the option of purchasing bus/light-rail transit passes through the university, which may be paid with pre-tax funds to the limit permitted by law.  For the year 2007, the maximum pre-tax payroll deduction for transit passes is $105 per month.

 

Faculty and staff may also pay for transit passes with cash, check, or payroll deduction as a post-tax purchase.

 

Parking Permits (Faculty/Staff or Evening)

Faculty/staff permit prices are on a sliding scale fee based on the employee’s salary as of August 1st, 2007.  Full year and semester permits will only be sold through payroll deductions.  Employees will not need to disclose their salary when purchasing a permit.

*Full time employees do not have the option of a single semester permit.

*All adjunct faculty are automatically categorized into the lowest salary category.

 

All Salary Ranges – Other Permits       

 

Evening Permits        (Valid 5 p.m. – 2 a.m. only)

$125 full-year permit

                                    $65 one-semester permit

 

J-Term Permits         $30 (Jan. 1 – 25, 2008) – only available as a one-time deduction from payroll.

Full-year permits are valid from September 1, 2007 through May 31st, 2008.  Although permits are not required in surface lots during the summer months (June-August) payroll deductions for permits will continue during the summer in order to spread the cost of the permit out over 12 months.  Deductions will occur in equal installments beginning in October of each year and ending the following September. 

 

McNeely Hall Ramp Contract

These spaces will be sold as 12 month employee ramp contracts valid from September 1st, 2007 to August 31st, 2008. Faculty/Staff prices for a ramp contract are determined on a sliding scale, based on the employee’s salary as of August 1st, 2007. The cost will be spread out in equal installments over a 12 month period (October – September) of payroll deductions. Employee Ramp Contract permits also allow the permit holder to park in designated faculty/staff surface lots.

Transfer of Permit or Contract and Temporary Permits

Faculty/staff permits may be moved from one vehicle to another.  It is your responsibility to remember to move the permit from one vehicle to another.  If you forget your permit in another vehicle, or leave it at another location, you may obtain a free 1-day temporary permit by requesting it in person at the Public Safety or Parking Services offices.  Other options include parking in the parking ramp and paying the hourly fee, or parking your vehicle off campus for the day.

 

Permit Refunds

If an employee terminates employment prior to the end of spring semester, the permit must be returned to Parking Services and the payroll deductions will end. If the permit is not returned, the employee may be billed for the remaining cost of the permit. Due to the pre-tax nature of payroll deductions, funds already deducted cannot be returned. Payroll deductions will not end and refunds will not be granted for any other reason except termination of employment or an unpaid leave of absence.

 

2.3 – Commuter/Evening Student Parking

Students who commute to the St. Paul campus have the following options:

  • Choose to purchase a St. Paul campus permit and park at the St. Paul campus in the appropriate commuter surface lots.
  • Choose not to park at the St. Paul campus. Either ride the bus, carpool/vanpool, or park off campus. The university offers reduced price bus passes for those who choose this option.

 

St. Paul commuter/evening permits may be purchased from Parking Services and paid for by using cash, check, express, or by charging it to their student account.

$250   Full Year – Day and Evening (Valid 9/1/07 – 5/31/08)

$130   One Semester (Valid 9/1/07 – 1/25/08 or 1/01/08 – 5/31/08)

$125   Evening Full Year (Valid 5 p.m. – 2 a.m. ) (Valid 9/1/07 – 5/31/08)

$65     Evening Semester (Valid 5 p.m. – 2 a.m.) (Valid 9/1/07 – 1/25/08 or 1/25/08 – 5/31/08)

$30     J-Term (Jan. 1 – 25, 2008)

Transfer of Permit and Temporary Permits

Commuter and Evening permits may be moved from one vehicle to another.  It is your responsibility to remember to move the permit from one vehicle to another.  If you forget your permit in another vehicle, or leave it at another location, you may obtain a free 1-day temporary permit by requesting it in person at the Public Safety office.  Other options include parking in the parking ramp and paying the hourly fee, or parking your vehicle off campus for the day.

 

Permit Refunds

Permit refunds will be issued only upon withdrawal from the university or to those resident students who become commuter students. Refunds will not be issued for any other reasons. In order to receive a full or partial refund for a parking permit, the permit holder must provide either proof of withdrawal from all current classes or proof that he or she has moved on campus. Full refunds will be issued only if the permit is returned before the end of the second week of classes for fall and spring semester, or before the end of the first week of classes in J-Term. If returning your permit after these deadlines, partial refunds will be issued on a prorated schedule.

 

2.4 – Resident Student Parking

Resident Student Lottery

Unfortunately, due to space limitations, not every resident student is able to obtain a parking permit.  Resident parking permits are sold through a lottery system.  All junior and senior resident students who enter the lottery by the deadline will be allowed to purchase a resident parking permit.  A permit lottery will also be held for sophomores who wish to obtain a parking permit for north campus and another lottery for spaces on south campus.  No resident permits will be allotted for freshmen. Ramp contracts will also be awarded through a lottery system.  All resident students, including freshmen, are eligible to enter the lottery and there will be no priority given to juniors and seniors. 

 

All resident students who wish to purchase a resident permit or a ramp contract must complete and return a lottery form.  Lottery forms are available from the Parking Services or St. Paul Public Safety office or you may submit an entry on-line at www.stthomas.edu/psps. The deadline to enter the lottery is noon on Monday, August 27th, 2007.  A list of lottery winners will be posted at www.stthomas.edu/psps by 4 p.m. on Wednesday, August 29th, 2007.  Late entries will be entered into any subsequent supplemental lotteries as space permits.  Winners in supplemental lotteries will be notified by e-mail.

 

Successful applicants for both the permit and contract lotteries must show proof of ownership of their vehicle, give an accurate license plate number and present a valid UST picture identification.  Resident students may not purchase a permit or contract for a vehicle registered to anyone other than themselves or their immediate family.

 

Parking Permits

North Resident parking permits allow parking in level R2 North of the Morrison Hall Ramp and all of level R3. South Resident parking permits allow parking in Lots V, X and Y.

$230   One Semester (Valid 9/1/07 – 1/25/08 or 1/01/08 – 5/31/08)

$30     J-Term (Valid Jan. 1 – 25, 2008)

 

Winning the lottery and purchasing a permit does not guarantee a parking space.  For a variety of reasons, the lots may, on occasion, be full.  If the designated lots are full, residents are responsible for finding other legal parking.

 

Resident student use of commuter and faculty/staff permits is illegal, and will result in possible fines and disciplinary action.

 

Morrison Hall Ramp Contract

The Morrison Hall parking ramp allows for limited resident student contract parking in level R2 South.

 

$1080 Full Year (Valid 9/1/07 – 5/31/08)

$550   One Semester (Valid 9/1/07 – 1/25/08 or 1/01/08 – 5/31/08)

 

Transfer of Permit or Contract and Temporary Permits

Resident permits and ramp contracts are valid only for the vehicle to which they are registered.  Displaying a permit or using a contract on a vehicle other than the one to which it was registered will result in a citation.  When changing vehicles, residents must obtain a new permit from Public Safety and Parking Services.  Proof of ownership of the new vehicle is required.  If you forget your permit in another vehicle, or leave it at another location, you may obtain a free one-time-only (up to two weeks) temporary permit by requesting it in person at the Public Safety office.

 

Permit Refunds

Resident students are required to turn over their resident permit/contract if they no longer reside in a residence hall. In such an instance, the student must return the permit within 10 days from his or her residence hall termination date, at which time a commuter permit will be issued, if desired, or a pro-rated refund will be determined. The student may enter the resident lottery if eligible, but is not guaranteed a permit. Residents are also required to turn in their permit/contract if they withdraw from the University; proof of withdrawal is required.

 

Public Safety and Parking Services may terminate ramp contracts and parking permits at any time if rules and regulations are violated. Refunds will be determined on a case-by-case basis.

 

2.5 – Visitor Parking Options

General Visitor Parking Information

Please remember to inform your visitors of parking regulations and plan ahead for appropriate parking for any events that you or your department might host.  Permits are required in the surface lots from 6 p.m. Sunday until 6 p.m. Friday.  Please refer to the Visitor Parking section of this booklet for visitor parking options and contact Parking Services prior to planning events on campus.  Due to recent reallocations of ramp space, there will be less space available to visitors on campus. 

 

All visitors are subject to the same parking rules as faculty/staff and students.  Parking is not permitted in fire lanes, handicapped, rideshare, restricted, or reserved spaces without proper permits or authorization.  Visitors parked in surface lots without a permit will be subject to a ticket.

 

Parking Meters

Meters are located on the North campus in lots C, G and H, and on the South campus in lot N.  Visitors issued a South Campus Visitor Permit may also park in lot T on the south campus.

 

Hourly Parking Ramp

Hourly parkers will have vehicle access to Level R2 South of the Morrison Hall Ramp on a space available basis.  The entrance and exit to Level R2 of the ramp is on the south side of Morrison Hall.  The easiest way to enter is to drive north through Lots H and E from the Summit Avenue and Cretin Avenue entrances. 

 

An electronic pay-as-you-leave system provides a convenient method to park and pay for the amount of time used.  The electronic system offers the following ways to park by the hour:

Credit Card (Best Method)

§         Approach the parking arm gate; swipe your credit card as you enter.  Do not take a ticket.

§         When you leave the ramp, swipe the same card in the card reader at the exit gate.

§         If you did not swipe your credit card when you entered, you must go to the pay station to use a credit card.  If you swipe it at the exit but not at the entrance, you will be charged a substantial lost ticket fee.

Cash/Currency/Coupon at the Paystation

§         Approach the parking gate arm, push a button, receive a ticket stub and find a parking stall.

§         Be sure to take your ticket with you.

§         Upon leaving, stop at the electronic pay station, located near the elevators in R2 South and R2 North.

§         Insert the entry ticket stub in slot #1 of the paystation.

§         Pay the amount indicated using cash, currency, credit card or coupon.

§         The paystation will return an exit ticket to you once paid.

§         Insert the exit ticket at the exit gate as you leave the ramp.

 

Note:  If the ramp is full, you can exit within 15 minutes without paying a fee for parking.  If you took a ticket stub when entering, use the same ticket to exit.

 

Hourly Rates:

$1.50              for the first hour or any portion of the first hour before 4 p.m.

$0.75              for every additional half hour or portion of a half hour before 4 p.m.

$1.00              for every hour or any portion of an hour after 4 p.m.

$16                 for a full day of parking

$25                 for a lost ticket

$25                 for rejected/declined credit cards

 

Visitor Coupons

Occasionally, a department may pay for your parking.  If this is the case, you should obtain a coupon from the department you are visiting.  Once you’ve been issued a coupon, follow all directions for “Cash/Currency at the Paystation” except that instead of using a credit card, coins, or currency, you use the coupon to pay at the paystation.  You MUST take the coupon to the paystation. If you attempt to use the coupon at the exit gate it will not open the gate.

 

Family Overnight Permits

Family members of resident students who will be parking overnight on campus will need to obtain a special permit from Public Safety.  These permits are available only to parents and siblings of resident students and are valid for 24 hours from the time issued.  Valid identification from both the resident student and the family member will be required to obtain a permit.  The cost is $5.

Other overnight guests will need to park off-campus (following city parking regulations) to avoid being ticketed.
