The New York Times Endorses Osler's Proposal to Restructure Clemency

The New York Times Editorial Board this month endorsed a proposal to restructure clemency that was brought forth by Professor Mark Osler and New York University’s Rachel Barkow. The proposal would take the clemency process out of the Justice Department and give it to an independent commission to make recommendations directly to the president.
