Problem-solving courts have become increasingly prevalent across the country in recent years. The Ramsey County Adult Substance Abuse Court has existed since 2002 and is designed to "break the cycle of substance abuse" and provide substance abuse treatment rather than incarcerate addicts. The program is unique because it represents a closer working relationship between judges, prosecutors, criminal defense attorneys and treatment providers. For this event, Judge Judith Tilson, Kim Bingham of the Ramsey County Attorney's Office and Kelley O'Neill of the Ramsey County Public Defender will discuss the various aspects of problem-solving courts.
