IT primarily a vendor supported shop. St. Thomas' size, complexity and staffing levels do not scale well for numerous custom built applications. As a result, on the 'build versus buy' spectrum, St. Thomas is generally a buy.
IT staff spend a large portion of their time working on system integration issues and adjustments to systems to meet the needs of the UST community. When necessary IT will build a 'bolt on' to an application on the outside of the vendor code to meet the business need without jeopardizing support or upgrades from the vendor.
