Policies and Procedures
The Human Resources Department staff is pleased to present the University of St. Thomas Human Resources
Policies and Procedures Manual. This manual provides an overview of the University’s human resources policies and procedures, which govern the employment of non-faculty staff.
The contents of this manual are not intended to be, nor shall it be construed as, a binding contract. Rather it is intended to
- Provide a uniform reference for administering the human resources functions of the University as they affect non-faculty staff
- Promote a uniform understanding and application of University policies
- Identify areas of responsibility for administering and monitoring human resources policies
- Provide a reference for use in orientation sessions of new non-faculty staff
The policies contained in this manual are in effect at the sole discretion of the University of St. Thomas. It reserves the right to change, modify, or withdraw any or all policies at any time with or without notice. The University’s offer of employment to any person is and shall continue to be expressly subject to the rights of University management to supplement, modify, deviate from, or discontinue existing guidelines or working conditions. Nothing in this manual shall be interpreted to be in conflict with or to abrogate or modify in any way the employment-at-will status of non-faculty staff at the University of St. Thomas.
Moreover, the policies contained in this manual are intended to be consistent with prevailing state and federal laws and regulations. In the event a University policy, whether in part or whole, conflicts with a state or federal law or regulation, the latter shall control.
CHANGES TO OR REQUESTS FOR NEW POLICIES
It is expected that the on-line version of this manual will be updated periodically as changes occur. It also is the expectation that this manual will expand due to policy changes and/or clarifications. All requested changes or additions to this manual should be submitted in writing to the Associate Vice President for Human Resources.
DISTRIBUTION OF THE POLICIES AND PROCEDURES MANUAL
A copy of the Manual is available to all University of St. Thomas employees on the University computer network. Hard copies are distributed to units on campus where employees typically do not have readily available to them computer or Internet access.
