House Committee Considers Bonding 'Policy' Measures

Cost-benefit analyses and job-creation reports are among the strings that could be attached to certain state-funded projects if a handful of legislative proposals become law.
Associate Professor John Spry testified in favor of the Downey bill, describing it as a “good government proposal” to provide “a better understanding on the net return” on capital investments.
