Real Estate Development Approvals in Today's Market

The Real Estate Leadership Forum is presented by the Opus College of Business Master of Science Degree in Real Estate program. This series invites speakers from the real estate industry to provide valuable information and discussion about hot topics and current trends in real estate. This is a free program and is open to the public.

The real estate development process is facing increased regulatory and community pressures. In some cases, developers are experiencing extensive project delays and in other cases projects are failing to obtain the support needed to proceed. Urban development and mixed use projects require zoning changes and use variances in order to meet market needs and financial goals.  However, land use regulations make acceptance of these changes difficult and time-consuming to obtain. During this program, Jay Lindgren, J.D., will discuss these trends and will address the future of rebuilding our communities. 


Presenter Biography 

Jay Lindgren, JD
Mr. Lindgren is a partner at Dorsey & Whitney LLP in Minneapolis, practicing in the areas of land use and project development, municipal law and public finance. He also chairs the urban redevelopment and infrastructure practices at Dorsey & Whitney LLP. Lindgren has represented developers and municipal governments seeking to solve complex land use, development, redevelopment and infrastructure issues, and is the former chief executive of the Metropolitan Council. During his tenure at the Metropolitan Council, Lindgren worked on comprehensive land use planning programs throughout the Twin Cities and was instrumental in the development of the region’s first light rail line. 

Lindgren earned a Juris Doctorate from the University of North Dakota School of Law. He is a member of the National Association of Bond Lawyers, the Minnesota Bar Association, the Hennepin County Bar Association, the North Dakota Bar Association, Lambda Alpha International, the Sensible Land Use Coalition and The Urban Land Institute. He is also co-chair of the Transportation and Infrastructure Initiative sponsored by ULI-Minnesota and the Regional Council of Mayors.
